Effective January 1, 2002, the Texas Department of State Health Services (TDSHS) enacted Senate Bill 509 requiring cities throughout Texas to verify that an asbestos survey has been done in accordance with the Texas Asbestos Health Protection Rules (AHPR) and the National Emission Standards for Hazardous Air Pollutants (NESHAP) before issuing a permit for renovation or demolition.

Anyone engaged in asbestos-related activities in a public building must provide proof of a current license to any inspecting official from the TDH, to an employer, or to a prospective employer upon request.
